    Botswana, Zambia reaffirm commitment to Kazungula Bridge Authority

    The ministers of Botswana and Zambia have reiterated their shared commitment to the finalization and operationalization of the Kazungula Bridge Authority (KBA). This follows directives issued by the Heads of State of both nations to expedite the process, aiming to boost trade and economic integration in Southern Africa.

    The Kazungula Bridge, a 923-meter-long marvel spanning the Zambezi River at the border between the two nations, was officially opened in May 2021. It is considered a critical infrastructure project designed to enhance cross-border trade, reduce transportation costs, and promote regional economic growth. However, the establishment of the KBA—responsible for the management and oversight of the bridge—has seen delays.

    In a joint statement issued this week, the ministers expressed their determination to bring the Authority fully online, emphasizing the importance of coordinated governance. The purpose of the meeting was also to deliberate on the expansion of the road leading to the Bridge, efficient management and maintenance of the Kazungula Bridge, the One Stop Border Post facilities and the establishment of the Kazungula Bridge Authority. 

    The delegation of Zambia was led by Charles Lubasi Milupi, Minister of Infrastructure, Housing and Urban Development. He was accompanied by Prof. Albert Malama, Permanent Secretary in the Ministry of Infrastructure, Housing and Urban Development and Co-Chairperson of the Joint Steering Committee, as well as other Senior Government Officials. 

    The delegation of Botswana was led by Eric Mothibi Molale, Minister of Transport and Public Works. He was accompanied by Ken Ketshajwang, Permanent Secretary, Ministry of Transport and Public Works and Co-Chairperson of the Joint Steering Committee, Alpheus Matlhaku, the High Commissioner of Botswana accredited to Zambia as well as other Senior Government Officials. 

    The Joint Ministerial Committee Meeting was preceded by a tour of the Dangote Cement Factory on Sunday, 8th September, 2024 by the Honourable Ministers in order to assess possible areas of cooperation in supporting the construction industry in Botswana. 

     The Honourable Ministers also toured the Kasumbalesa Border on Monday, 9th September, 2024, to appreciate the transport corridor North of the Kazungula Bridge and the challenges that transporters encounter at the border. The Ministers brought to the fore the opportunities at the border that could be tapped into not only by Zambia, but the entire region. 

    In their opening remarks during the Joint Ministerial Committee Meeting, the Ministers highlighted the importance of the meeting which was aimed at discussing solutions to outstanding issues surrounding the establishment of the Kazungula Bridge Authority. 

    During the course of the discussions, the Joint Ministerial Committee: 

    -Applauded the Zambian Government for approving the Bill establishing the Kazungula Bridge Authority and the enactment of the Kazungula Bridge Authority Act Number 12 of 2024; 

    -Agreed on the roadmap to operationalise the KBA by appointing the Executive Director, the Board of Directors and the Council of Ministers; 

    -Reiterated the importance of obtaining insurance for the bridge infrastructure in order to safeguard the bridge and its border facilities and urged the Kazungula Bridge Project Office to adhere to the approved procurement timelines; and acknowledged the procurement plan developed for the modification of the Border Facilities and expansion of the access roads to the Bridge and urged the Kazungula Bridge Project Office to adhere to the approved procurement timelines. 

    The Ministers reaffirmed their commitment to continue working closely together to finalise the establishment and operationalization of the KBA as directed by the Heads of State of Botswana and Zambia. 

    They further committed to deepen, consolidate and explore the strategic cooperation and partnership in the areas of transport, logistics and infrastructure development in the Region. 

    The  Ministers acknowledged the warm and excellent bilateral relations that exist between Botswana and Zambia, which are anchored on long-standing, historical and political bonds, and common cultural heritage. 

    Molale expressed appreciation to Milupi, for the warm hospitality rendered to him and the Botswana delegation for the duration of their visit.
