Bangwato Paramount Chief and former president Kgosi Ian Khama IV has questioned the integrity of promotion and appointment processes at the Directorate of Intelligence and Security (DIS), raising allegations of possible conflict of interest involving senior leadership at the agency.
Addressing the Ntlo ya Dikgosi on Thursday, Khama asked the Minister for State President, Defence and Security, Moeti Mohwasa, whether a DIS officer had received accelerated promotion from C-scale to E-scale, benefited from overseas study, and was married to the appointing authority at the Directorate. Khama called for an immediate, thorough and transparent investigation, with findings presented to the House.
The minister did not confirm or deny the existence of the officer referred to by Khama, nor did he commit to instituting an investigation, stating instead that such matters are addressed within existing oversight bodies.
In response, Mohwasa said that appointments and promotions at DIS fall under the authority of the Director General, and not the minister. He cited statutory oversight mechanisms established under the Intelligence and Security Services Act, including the Intelligence and Security Council, the Parliamentary Committee on Intelligence and Security, and a Tribunal that handles complaints against DIS officers.
“These structures enjoy the necessary statutory covering to discuss such matters,” Mohwasa said, urging members to understand the sensitive legislative framework governing intelligence operations.
