Clarification On Quorum

This serves to make clarification regarding the issue of quorum at parliament this morning.

It must be noted that the ordinary times of the convening of parliament are Monday – Thursday at 2 pm – 6 pm , and Friday at 9 a.m.

Looking at the business of parliament , a temporary arrangement was made , in such a way that this week parliament convene twice in a day including in the morning. 

This arrangement was made, it has since surfaced ,  without realisation that a number of cabinet ministers will be away on ministerial duties as some are in Kasane for the Kazungula business event , some attending SADC Ministerial meeting in South Africa , some addressing Kgota meetings where they are accompanied by members of parliament.

The absence was also on the side of the opposition , because in BDP one out four attended parliament and in BCP eight out of thirteen  attended parliament. 

As Chief whip , in liaison with the Leader of the house , we are putting measures in place to ensure that there is no clash of parliamentary business with other Government activities, and are committed to principles of responsible and accountable leadership.
