Beyond Government Support: Building Funding-Ready State-Owned Enterprises in Botswana

Botswana’s State-Owned Enterprises (SOEs) play a critical role in driving economic growth, delivering essential services and supporting national development. However, the current economic environment is creating new realities for both SOEs and lenders. As fiscal pressures increase and capital becomes more selective, the conversation is shifting from government ownership alone to an organisation’s ability to demonstrate financial sustainability, operational resilience and sound governance.

Organisations that can clearly demonstrate where revenue will come from, how investments will generate returns and how risks are being managed are likely to be viewed more favourably by funding partners. Governance has also become a key differentiator. Strong boards, transparent financial reporting, effective risk management and accountable decision-making processes are increasingly influencing how lenders assess institutional strength. In today’s environment, good governance is not simply a compliance requirement. It is a strategic enabler of funding access and long-term sustainability. For SOEs, this shift presents both a challenge and an opportunity.
