Ministry appoints Task Team for Comprehensive Review of the Development Manager Model

In line with the President of the Republic of Botswana, Advocate Duma Gideon Boko’s pronouncement during the State of the Nation address, and subsequent statement to Parliament by the Minister of Transport and Infrastructure to comprehensively review the Development Manager (DM) Model, Honourable Noah S.L.M Salakae has commissioned a team of eight (8 ) competent professionals to review the DM model with the view to determine its fiscal sustainability.

The highly experienced team of professionals led by Mr. Mboki Chilisa will be guided by the following Terms of Reference with key questions to be answered after the review: –

  • Conceptualization and approval of the Development Manager model.
  • Procurement of the Development Managers.
  • Implementation and coordination of the Development Manager projects.
  • Status of the Development Manager model.

The Task Team shall come up with recommendations.

The DM model was introduced by Government in October 2023 to improve project implementation and management. The model involves the use of Development Managers whose primary role is to manage infrastructure development projects from inception to close out. Government has previously faced numerous challenges in implementing infrastructure projects, among them; cost overruns, delays in completing projects and low quality projects that negatively impact economic growth and facilitate corrupt practices.

The appointment of the Task Team marks the commencement of comprehensive review of the Development Manager Model.
