LEA’s Strategic Shift to SMME Ecosystem Activation for Economic Growth

The Local Enterprise Authority (LEA) is doubling down on its mission to transform small, medium, and micro-enterprises (SMMEs) into key drivers of economic growth. Under its 2023-2026 strategy, LEA is focusing on two strategic levers: activating the SMME ecosystem and optimizing its operating model. Addressing the media recently Acting CEO Godfrey Molefe said the new approach emphasizes collaboration among ecosystem players, including SMMEs, government, and private sector stakeholders, to create a resilient and dynamic economy.

“Our focus is on fostering a collaborative environment where all players in the ecosystem contribute to building a sustainable economy,” said Molefe. “By bringing together SMMEs, government entities, and private sector partners, we are laying the groundwork for long-term economic resilience.”

LEA’s previous strategy (2018-2023) aimed at organizational transformation and SMME development, but the current plan takes a more targeted approach. By leveraging data-driven insights and fostering partnerships, LEA aims to enhance market access, improve SMME competitiveness, and increase their contribution to Botswana’s GDP by 2.7% over the next three years. “We are moving from a broad development strategy to a focused, data-driven approach that directly addresses market needs and opportunities,” Molefe noted.

Molefe highlights that the shift to a collaborative ecosystem model is a response to global challenges such as economic inequality, technological advancements, and evolving consumer demands. “The world is changing rapidly, and Botswana’s SMMEs need to be agile and innovative to keep up. Our strategy addresses these global shifts while positioning local enterprises for success,” he said.

Key performance indicators for success include increased SMME turnover, job creation, and improved market access. LEA is also embracing digital transformation, using an omnichannel platform to deliver services virtually, ensuring efficiency and broader reach. “Digitalization is at the heart of our strategy. Through virtual service delivery, we are making it easier for SMMEs to access the resources they need to thrive,” Molefe emphasized.

Molefe said this strategy is not just about growth but about building a sustainable and inclusive economy that aligns with Botswana’s Vision 2036. “Our ultimate goal is to create an inclusive economy where every entrepreneur has the tools and opportunities to succeed, contributing to the broader national vision,” he said.
